Community Impact Goals
The United Way of Escambia County Board of Directors has adopted the following 10 goals within the priorities of Education, Financial Stability and Health. The goals are to be measured with the 18 measurable indicators noted below.

EDUCATION
Focus: Help Children through Young Adults Achieve Their Potential
Target Issue: Readiness to succeed in school
Goal: All children enter school developmentally on track in terms of school readiness skills.
- Indicator: Increase school readiness as measured by FLKRS (or current measure) from 68% of children to 100% (+3% per year) by 2018.
Target Issue: Academic achievement
Goal: All students are more prepared to succeed in later grades.
- Indicators: Increase the percentage of 3rd graders who are proficient readers based on the Florida Comprehensive Assessment Test® (FCAT) reading score from 71% to 100% (+3% per year) by 2018; Improve Escambia County State District Composite Scores from the 25th percentile to the 75th percentile, by 2018.
Target Issue: Academic achievement
Goal: All young people graduate from high school.
- Indicator: Percentage of public high school students who graduate on time increases from 75% to 87% (+1.2% per year), by 2018.
Target Issue: Productive and engaged young adults
Goal: Increase the number of young adults that make a successful transition from high school to work life.
- Indicator: By 2018, increase the percentage of 18-24 year old public high school graduates who are working from 58% to 70% (+1.2% per year) and increase those graduates who are in postsecondary education from 60% to 75% (+1.5% per year).
Target Issue: Readiness to succeed in life
Goal: Children, youth and young adults demonstrate the behaviors necessary to succeed in life.
- Indicators: Reduce the percentage of youth reporting having used alcohol or any illicit drug in the past 30 days from 34.5% to 31% (-0.35% per year) by 2018; Increase the prevalence rate of youth with positive social skills from 63% to 70% (+0.7% per year) by 2018; Reduce the percentage of middle school youth reporting that bullying caused them worry from 27.7% to 25% (-0.27% per year) by 2018.
FINANCIAL STABILITY
Focus: Reduce Poverty by Promoting Financial Stability and Independence
Target Issue: Achieve greater financial stability
Goal: Reduce the number of people living below the federal poverty level.
- Indicator: Reduce by half the percentage of Escambia County’s population at or below the federal poverty level from 14.6% in 2007 to 7.3% (-5% per year), by 2018.
Target Issue: Ability to obtain and maintain affordable and safe housing
Goal: Increase the number of families able to obtain or maintain affordable housing.
- Indicators: Increase Escambia County home ownership by 10%, from 69% in 2007 to 76% (+1% per year), by 2018; Reduce the number of families who spend 35 percent or more of household income on housing from 29% to 26% (-0.3% per year) of Escambia County households, by 2018.
HEALTH
Focus: Improve and maintain people's health
Target Issue: Access to basic health care and prevention
Goal: Increase the number of children in Escambia County who are covered by health insurance.
- Indicator: Reduce the percentage of children under age 18 without health insurance from 33% to 23% (-1% per year), by 2018.
Target Issue: Healthy youth and adults
Goal: Increase the number of youth and adults who are healthy, avoid risky behaviors, and utilize preventive healthy behaviors.
- Indicators: a. Reduction in the percentage of people who are overweight and/or obese from 30% to 20% (-1% per year), by 2018; Increase in the number of adults who receive timely, regular preventive health care from 78% to 85% (+0.7% per year), by 2018; Percentage of babies who are born low birth-weight (5 pounds, 8 ounces or less) declines from 10% to 8% (-0.2% per year), by 2018.
Target Issue: Maintaining independent living for those with special needs
Goal: Increase the number of special-needs residents who maintain or improve their ability to remain independent.
- Indicators: Increase from 54% to 63% (+0.9% per year) of elderly new service recipients showing a maintained or improved Activities of Daily Living (ADL) assessment score at reassessment, by 2018
b. Increase in the average annual days spent in the community by persons receiving mental health services from 312 to 350 days (+3.8 days per year) by 2018.
c. Increase in the percentage of persons with disabilities who live in integrated environments from 39% to 45% (+0.6% per year) by 2018.
How the goals were selected
The goals were recommended to the United Way Board of Directors by the volunteer Resource Alignment Team. The Team included representatives from partner agencies, the United Way Board of Directors, and United Way staff members. Their task was to align United Way resources around the shared community impact agenda developed by Unite Escambia, of which United Way of Escambia County is a primary partner.
Concurrently, United Way of America challenged our national systems to create opportunities for a better life for everyone. United Way of America drew on research and sought input from a broad range of partners to gauge where progress has and has not been made over the last 10 years. The Resource Alignment Team spent months reviewing the local and national plans and goals, drawing the best from each to recommend future priorities and goals for United Way of Escambia County. The goals were adopted by the Board of Directors in March 2009.
